Tome II, bug in a mision

Hi! I've been trying for weeks to complete the Tome II challenge "Afflict 4 different Survivors with Madness I as The Doctor", but no matter what I do, it doesn't progress. I've had all Survivors affected, even up to Madness III, and it still doesn't complete — not even when I afflict all of them with Madness I at the same time.
Is the challenge bugged or something?
