Guessing they didn't want to include them in the dev update for fear it might get too long. From what we know, the perks weren't getting any major changes anyway.
We'll know for sure when the patch notes drop tomorrow, but I haven't seen any reason to believe they're not included in this patch.
they commented on Reddit that the perk changes are still coming and will be in the ptb patch notes and also looked over during the discord sneak peek stream tomorrow morning.
It seems like it's attached to the Freddie changes
