Stridor does not work against OFFTHE RECORD and other similar sound-muffling perks

STEP BY STEP INSTRUCTIONS ON HOW THE ISSUE OCCURED: Equip the perk Stridor and stand near a survivor who has OFF THE RECORD and other similar perks to it ( aside from IW )
