Chase mechanic doesn't activate

I was playing a match and the chase mechanic would not activate no matter who I chased, how close I was to them, how long I was chasing for. There was no chase music, windows would not block for survivors as they would usually during a long chase, I could not get bloodlust or catch up to survivors. It's has happened twice out of 10 matches
