It doesn’t. The higher tiers of the perk reduce the perk’s cooldown (80/70/60 seconds) so it can be used more often.
In the German Version it says: cooldown 3 Seconds, 30 Seconds survs reveal and talant active for 32 Seconds.… And the blindstat for survs is 70sec in Green, 60 sec in purple... Maybe a Translation Problem :o
That looks like 7.7.0 patch's description, maybe someone forgot to change it around.
Yeah, that does not look right. Probably a translation issue.
