Losing paid for characters

Does anyone know why I would randomly lose a paid for license or character?

For example, I lost my Resident Evil chapter and the Trickster, and support claims I steam family shared, which I did not. I heard this was an issue before, but obviously not big enough that it can't be googled.

    if you bought them through steam you can go back and find the purchase history.
