PC - Pain Resonance sometimes not working

Hooking a survivor on a pain res hook for the first time will occasionally not activate the perk.

Step one - Down survivor

Step two - hook survivor on scourge for the first time

step three - pain res doesnt activate

Did a gen have progress? Can you post the log?

Were there any generators that had progress? Pain Res doesn't waste tokens anymore like it used to if there is nowhere for it to be used.
