Killer Instinct bug

I noticed while playing as Legion that some survivors aren't being marked by killer instinct throughout the match making those survivors literally undetectable to Feral Frenzy. I don't know what is causing the bug or if it can be replicated on other killers or even if it is an exclusive to specific survivors. I do know that it makes the killer instinct nearly unusable since you are running to other survivors because you can't detect the ones nearby due to the bug.

    Are you using anything that makes you undetectable or anything that makes survivors oblivious? Both of those will prevent survivors from being tagged with Killer Instinct (for Legion specifically, since KI range is tied to Legion’s terror radius).
