Does everyone have to be level 3 to get all the perks?

Title. To have tier 3 for all the perks do you actually have to level everyone up to tier 3 to do this, or just simply have the perk in any tier and it will unlock to third tier in the web?

Bc my Dwight is only level 1 yet I have tier 3 bond for many characters. Is that bc I had it before the change?

    Once you get prestige 1 you can level up perks on other characters by buying them on tHe bloodweb. Prestiging the origin character will level them up without having to purchase it on others though.
