Special Building Plots

I would like to see special building plots introduced into the game. They would function just like normal plots except for two differences. The plot would start with 50% less capacity but in exchange regular blocks would cost 0 capacity. So a large plot that would normally start with 4500 capacity would instead have 2250 capacity. I would imagine them being semi rare with 1 out of your 8 potential building plots being special.
