Is there some Region lock if i were to buy/play a game purchased from a different country?

For example if i am in south America and I am not in Argentina, could i buy the game from Argentina steam store? Would there be a Region restriction? Then could I play the game without limitation? Would there be a difference if i was gifted the game from the Argentine store and I wasnt playing from Argentina? Thanks

From what I can tell, most games that are gifted will be region locked to the area that you bought them under the steam store. (Being that you can be in asia and still buy under an united states steam account)
