Loaded means the game has successfully taken data from long-term storage (either from the user's hard drive or the BHVR servers) and put that data into the short term active memory (RAM is the technical term) that computers use to store data from actively running programs
Ranking I'm not 100% on, but I believe it refers to the matchmaking rating system that is supposed to determine the skill of players you get matched with
So, in this case, "Loaded Ranking" means "We needed to get info about your skill ranking, and so we did that"
