How to proceed my perk collection the cheapest way?

My goal is to have every perk at tier 3 on every Survivor. I currently own every DLC and have that accomplished. However, I'm sick of getting new characters up to p3. Would it be cheaper for me to just get new characters to p1, then go through each and every Survivor to buy the perks at tier 3 on them individually? Or is my current path of p3 every new Survivor the cheapest way (cheapest in terms of bloodpoints).

    P3 everyone, You will save yourself time when new survivors come out, and it is mostly def not cheaper to get all tier 3 perks on all survivors anyways

    it's cheaper to just get them to p1 if you play just 1 or 2 survivors.

    but if you play several, easier to just p3 people
