Decisive Strike is bugged

DS used to activate on pick-up, but now it only activates if the pick-up animation is over, so if you get picked up but DS runs out by the time the pick-up animation is finished the perk won't trigger. I think this might have something to do with the earlier screams on hook.

If this is intentional then this is a HUGE nerf, since DS already has a very short duration and on top of that the nerfed stun time would make this perk unusable.
