Facecamping is not the problem, Bubba is.
He's the only killer who can not have his camping be countered by a double save. Don't nerf him, but make it so its possible to get a double save off against a face camping bubba. EVERY other killer is perfectly fine if they camp as it is always possible for a double save to occur successfully. Camping is necessary in situations, or even is the best choice in a situation like where you have a hooked survivor right next to a slug/regressing generator/ 3 generator setup.
