Is two close hooks a bug?

And i played another game on police station where there were also 2 hooks on the top of the middle area. But at least they were further than this. Im just wondering if i should report stuff like it in the future or not. Because its apparently been a issue for a while. And i know nothing about hook rules.

(This is a better repost of a post i did last night because i made a few mistakes when posting it. Sorry!) I also checked the wiki. No hook offering was played. Maybe the minimal amount of spawns wasn't reached in this game?

Hook Spawns

Each Map has a minimum and maximum amount of Hooks that may spawn on it:

  • Hooks must have a minimal spawn distance in-between each other unless the minimum amount of spawns is not reached, then they may spawn closer together.
    • This minimal spawn distance may be affected by Offerings
