Locker Flashlight Blinding - I Thought this was Patched Out

How did I get blinded here? Is this hacks, a bug, or just toxic players exploiting an obvious oversight by the devs (because they don't play killer)? I thought this was patched out and not possible anymore?

    If you pull them out of the locker, you can't be blinded. However, if you grab them out of the locker, you can be blinded. The difference is whether you did the open locker animation or the grab survivor animation.
