Deep wound bar gets depleted; dosen't down survivors, why?

I've had multiple times while playing legion where i hit a survivor and i implement the deep wound status effect; once it reaches zero the survivor dosent go down and they some how get out of it, I mean what?

Why would you add a power thats not even going to work if the survivors can easily get out of it like that!?

Yes i get it; he's suppose to hit multiple survivors with his ability, but i see no reason to do that if his ability isn't going to work in the first place?
I hit one survivor and run off and that survivor mends them self, even though the timer is depleted and such, they get out of it very quickly; i mean what the hell...

God this killer is so bad; hell even freddy seems more reliable with his power then legion..

    The bar still goes down, but doesn't down the survivors while they are Mending.

    Deep wound continues to deplete as the survivor mends, but so long as they are mending they will not go down. It basically stops at 1%. If you interrupt their mending when the bar is empty like that, they will instantly go down.

    Cuz it was needed in order to guarantee that deep wounds applies no pressure at all still.

    Not to many survivors would welcome the challenge. People are still complaining about instant down chainsaws, you think Dev's could add even a delayed down without an uproar. It would have been a Freddy outcry right from the start.

    Petition to rename "Deep Wounds" to "Paper Cut," since we're all about clarification now.

    I dont mean to be rude or anything; but that basically tells me his ability is obsolete now.
    Just going over everything with this killer; he is the worst killer in game to date, hands down.

    His speed is bad, his power resets everytime you hit a survivor even without using it, his power is useless because survivors can mend it away anytime; hell i mean with freddy you can have some sort of advantage with his power.
    But legion; it dosent matter how skilled you are with him, his power is against him, rather then for him :/

    I agree its BS that it stays at 1% like that ... That's why moonwalking is a thing atm, its the only way you can make sure the power actually down people. However im not playing legion as a killer anymore since you can rank without a single kill .. I'm playing it as an obnoxious troll since that's how it seems the devs wanted it to be played atm.
