Scourge Hook blocking gen completion

I completed this generator at the exact moment that Scourge Hook: Pain Resonance activated. The gen is lit up like it's compete but the gen counter still says there are 5 gens left. I could not touch the gen to complete it. I thought it was caused by Eruption at first but then I realized I was never incapacitated.
