Hillbilly chainsaw "broken" in 2.4.0

Someone else noticed that the chainsaw feels different? Especially the cooldown feels so wrong and so long, even with my cooldown addons it takes damn long (and he moves slower while cooldown). Idk if it's a bug or maybe a shadownerf
