Clarification on prestige catch up

So the note here says characters which ‘were’ level 50 and prestige 0, 1 or 2 as of the 6.1.0 release will receive two bonus prestige levels as if they had been prestiged.

So this doesn’t mean anything for characters that aren’t level 50 yet, it’s only a retroactive thing? Or will characters now that are level 50 and prestige 0-2 get two bonus levels?

I ask because I got a bunch of survivors sitting on level 40 that I should have brought up to prestige 1 before that update hit so I’d have more purple perks but that would have resulted in a lot of lost flans which is why I hesitated. So is this a second chance to get prestige levels or is it only a retroactive thing?
