I think I found out what happened to my Jolt/Surge

So I think at some point before buying Demo I must've bought Surge in the shrine, therefore I essentially had the teachable twice which compounded into a tier 2 of the perk on everyone which is a pretty weird sounding interaction and really makes me wonder how teachables were treated behind the scenes. Now Im wishing I did that with every one of Demo's perks lol.
