Can sloppy butcher, franklin's or knock out be applied with frenzy hit? I was using sloppy+bloodhound, but I didn't notice any difference in bleeding frequency. Also has anyone tried unrelenting on them?

Sloppy and bloodhound should work because you do injure them.
And why would you want unrelenting on frenzy? It's fast as it is.
