Cause OP stuff... i think...
For balance purposes. I don't actually have a problem with this aspect of the killer honestly. I definitely think Legion needs a buff. But scratch marks aren't their problem.
Because while in frenzy is not focused therefore doesn't follow tracks of survivors.
Makes sense.
