2 Questions about Weskers Virulent Bound vaulting
1. Do perks make him vault faster? I noticed that bamboozle for example still blocks vaults but I can't tell if it is faster. If it is faster, does it count for pallet vaults too?

-A survivor drops a pallet
-I vault over it
-The survivor doesn't run away and stays at the pallet, for whatever plan he has
-Sometimes when I am fully at the other side my tentacle hurts the survivor, but most of the time it doesn't. What makes me hurt them in that scenario?
