Decisive Strike doesn't work when Wesker grabs you through his power

Just as in title. I've recently had a situation when Wesker grabbed me onto his shoulder, with his power, while my decisive was active. In addition, I didn't have any skillchecks so I couldn't get off his shoulder by myself.
