New Progression System
So I know I now have to prestige characters to p1 to unlock the tier 1 perks, but when I do that am I able to unlock the upgrades in another character's tree as well?

Yea you unlock the t1 of all those perks on all characters and then you can get the upgrades in the bloodweb as you progress
