Shared hook states to address camping?
I know this has been mentioned before and i personally didn't think it was a great idea at first, due to the griefing potential. It could be heavily exploited by survivors to grief their team if they blow through the teams entire set of hook states. But what if we did partial sharing. Imagine the "1st" hook was a shared hook state for survivors, then the other 2 were individual. This would mean that the killer would have to hook any survivor 4 times. After that, you can start eliminating a survivor by hooking them twice.
This would mean if you facecamped a survivor, they would have to go through 6 hook states to die, giving the survivors 6 full minutes to finish all of the gens. This would effectively completely negate camping and make it pointless other than to grief a single survivor.
Additionally, i think they should remove the "kobe" mechanic, and keep it on a perk like deliverance. This could also be a slight buff to a perk like deliverance meaning you could use it multiple times potentially (it could also be changed to only being once if it becomes too OP) Either way, this would prevent a survivor from griefing their team and "suiciding" on hook.
They would also need to rework the luck mechanic and adjust any perks or offerings that do something with it, maybe have it work to give you better items, or make skillchecks work differently somehow because the survivor is "lucky"

Deliverance should stay a one time use and Slippery Meat shall remain the Giga Chad option to have multiple hook escapes. Heck, buff it so a missed skill check on struggle has a small chance of a Kobe.
But this would still take a large amount of time for the killer. Additionally the griefing harm is much less because you only lose 1 of your personal hook states rather than all of them for your team. I'd argue that for someone to do that, even if they immediately beelined for the killer. They still waste at least 20 seconds of the killer's time getting themselves on the hook.
Once it becomes clear that is what they are doing, then the survivors can play around it. Additionally, it isn't any different than what happens now.
Lastly, the best solution to that? It should be a bannable offense to grief your team, or DC early. Other competitive games like DotA or LoL, or CS:GO all BAN you for DCing from too many games, or for "intentionally feeding" as they call it. And i don't mean a meaningless DC timer, i mean they actively ban you.
DotA puts you in "low priority queue" which puts you in games against other people in "low priority queue" and makes your queues much longer (taking upwards of 20 minutes instead of 2 or 3) and forces you to WIN a certain number of games to get out. This all happens if you leave more than 1 game in a 2 WEEK period.
