PSA: Perks from Shrine and Prestige are still "teachables".
I've noticed a bit of confusion from at least a few people regarding this, but you do NOT have to prestige 3 or purchase the full set from the shrine to get perk tiers on a character. If you have access to at least Tier 1 of a perk, higher tiers still show up in the bloodweb the same as before. Purchasing with shards or going higher in prestige is useful to unlock the tiers by DEFAULT, it is not a requirement if you just want the higher tiers on a given character or two and have the BP to spend.
