You can still buy them with shards. In fact, it's better now, because to my understanding when you buy a perk on the Shrine it is given automatically at level 1 to all your survivors/killers. You can even buy it again to up the level your characters have it at. No need to worry - you don't need to buy any DLC you don't want to.
How long before we will see RE and Cenobite stuff in shrine? I started when twins came out and ever since then ive never seen a licensed characters perks in shrine that was released after twins. What is the usually time frame on that?
