Will P3 Nancy or Steve grant their teachables?

Question about upcoming mid-chapter release:

If I get Nancy and Steve to P3 in the upcoming update, will their teachables be available at tier 3 to all my survivors? Or are their perks removed from this new system because their perks have been turned into non-teachables? Perhaps if people already own them it will still apply?

    On the PTB, they had no sharable perks, p1, p2 and p3 do not award you anything.

    They wouldn't do this because otherwise people with ST characters would have a significant progression advantage because they would be able to permanently unlock general perks.

    The ST characters did have their perk charms on the PTB but they might not make it to live.
