BHVR, Question about the changed Shrine of Secrets

I understand how the new Shrine will unlock the perk bought automatically for all of your characters and how subsequent purchases will auto-unlock the higher versions of the perk, but what about those perks bought in the past on the Shrine?

Will they work as before and you have to grind them up or will they be unlocked on all characters at Tier 1?

    Given everything else also retroactively improves, I’d assume all past stuff would automatically unlock.

    Gonna hijack it with a related question in case BHVR also sees. About the part where it says we can buy a perk in the Shrine multiple times to raise the tier, can we do that in the same Shrine rotation? Or once max per rotation? For example, if Distortion is in the Shrine for week A, can we buy Distortion 3 times in a row in said week A?
