CoH shares the Self-Care penalty of 50%. When the perk launched, it even had the text "Self-Care" instead of "Circle of Healing."

Self-Care is now getting nerfed to have a penalty of 65%. My question is, does this mean that CoH ALSO has the 65% penalty?
