How do perks work

So I was thinking what's preventing survivors from using all the perks they want then it got me thinking. Each perk slot is a different section of the brain using four sections survivors know all the perks but those four sections are for the knows that matter the most which is why tiers make the perks better.

For example you have Iron will tier one your using tactics you learned to help with it and constantly remember that tactic at tier one which is the loudest your more using will to quiet down at tier two more then likely covering your mouth to block the noise and teir three using a fabric to muffle it so no one can hear.

So the reason why you only have four perk slots is because that you remembering the tactics that matter the most to you to survive.

It's the same for killer just instead tactics to hunt everyone down.
