Will the progress catch up mechanic counts towards the prestige tier 3 rewards?

In the anniversary stream it is mentioned that players who have leveled up without prestige would be rewarded with prestige levels when the update came out, my question is, will these levels count towards tier 3 rewards?

    From how I understand it, it depends on how many perks you have unlocked on each killer. If you have all the possible perks unlocked, you get a Prestige.

    I could be wrong though.

    No, you only get that for characters you have at P3 at the time the rework goes live. Then the "catch up" mechanic will prestige up your characters based on how many perks you have on each character and other factors like that. How much will they be leveled up depends. But even if some of your characters move up to P3 or higher, they won't get the distinct P3 reward since they weren't at P3 at the time the rework went live.

    Can confirm this is correct, I have seen Mandy state this as well before.
