Frame Drops

I tried everything, from lowering the Graphics and Resolution to change some ini files, i even verified the game files. Nothing helps. Noone is able to fix this which leads me to think that it's not something a user could fix.

This game stutters and sometimes - after a stutter - i'm stuck. BHVR.. PLEASE fix this ASAP.

Hardware: NVIDIA GeForce GTX 1660 Ti, Intel i7 9750H CPU (2.6GHz) & 16GB Ram.
