Was Doctor's Lightning on his hand removed intentionally?

I don't exactly know when this changed, but Doctor used to have electricity arcing across his hand while charging Shock Therapy, like this:

But now, it's kinda just like his hand is wet:

Was this change intentional? If so, it's kinda lame, the old effect looked far better.
