PC - Pain Resonance not making survivors at the generator scream

I was recently in a match as survivor and the killer had Scourge Hook: Pain Resonance. There were only two times when the perk regressed a gen I was working at the moment. On both of them, the gen progression bar regressed suddenly while the gen released a few more sparks, but it didn't explode, interrupt me or make me scream. I was holding the gen both times and wasn't forced to let go of it by the perk's effect.

I did not have Calm Spirit. My perks where the following:

Balanced Landing, Streetwise, Built to Last and Breakout.

I was also using a festive box with a single scraps add-on, because my Brand New Part had already been used.
