Why this game still almost fully client-sided?

Its almost 2022 and this game still almost completly client sided, there is no server validation for the 95% of the actions, its literally pathetic.

Is it still in this state because the devs are incompetent or because of what?

Thanks to this, cheating is very very easy, since everything the client is gonna tell to the server will be accepted.

Will this ever change?
