It's neither.
Bloodpoints you get from gifts or codes or login bonuses, for example, have a different pool.

I'm not a 100% if this is how it works but i suspect that if you are given bp for any reason it ups the cap untill you go below a million again.
Don't quote me on this but i suspect it works like that. Once you go below a million it should cap at that point again. In theory
