Basement hooks should count as Scourge hooks for consistency and lore.

There’ll be many times where hook spawns like Haddonfield or Swamp where value is at most one or two hooks. And for many they feel like Agitation is needed. So making basement hooks count as scourge hooks makes sense. They’re suppose to be the spookiest and most dreadful place. And adding more pain from the Scourge hooks makes sense. A nice QOL to make them truly viable across the board

    honestly, I agree that scourge hooks should be in basement too but as long as they didn't constantly put the effect of the perk on for every single hook the killer gets.
