Sony is very likely the holdout because Microsoft has always been willing. Sony doesn't allow you to access paid content from other platforms, so they require you to buy again, or according to the Epic lawsuit, they need a percentage of sales as an alternative option. Sony has always been the one platform that blocks cross-anything until they get what they want: money.
