Is it bug that each skin is not on Black Friday discount?

lav3

I know it says "Discount limited to Characters and Outfits purchased in Auric Cells"

"30% off all store outfits released before the Hellraiser Chapter".

Why I'm confusing is

last year's Black Friday discount was also applied to each skin if I remember correctly. (not outfit)

And wonder if this is intended like this or just some mistake by BHVR.
