From what i know the in-game report is not working. It is not fun
Reporting on its own doesn't do anything. In addition to the in-game report, you also have to submit a ticket to support with video evidence and the cheater's steam ID.
It's a ridiculous, tedious system. Obviously BHVR doesn't give a damn about the cheater epidemic, otherwise they'd at least comment that they are aware of the problem and are working on a (not tedious) solution.
seriously if the developers won't protect the players you really should not hide the name of the killer so we can take care of ourselves.
Devs don't actually care about cheaters, heck most players don't care either. Had one survivor exploit themselves into a locker (but not grabbable from it), then escape the match right before EGC ended and had both the cheater and everyone else in the lobby blame ME for not being able to kill them.
