[PC] Emergency Medkits (And possibly others) are not working correctly
Description of the issue: The 'Emergency Medkit' item is said to increase your healing speed by 50%, however as of right now this is bugged and it doesn't increase it at all - a standard heal on yourself still takes the normal amount of time and the progress part (that used to be yellow) is now grey, like a brown medkit
Steps to reproduce: Play survivor and heal yourself with a green medkit.
How often: It seems to happen constantly, anytime you use a green medkit. At first I thought it was a bug with the boon perk 'Circle of Healing' but I played a match with the other boon perk and it was still bugged. I'm still in the process of testing and will post more information here when I have it.
