Is the server still the authority on pallet stuns?

The change felt great that first week but slowly It started to creep back to where it was before the change. Now it feels like the servers are no longer the judge and it's back to killer client side authority. Despite having a ping of 22, I'm seeing tons of fake hits beyond the 50% threshold for the pallet drop.
