It is me or Flashbang being totally upper hand than Diversion?

Flashbang is able to stack and giving team mates. With 40sec doing Gen.

Diversion requires in TR for 30sec that you cant use it vs stealth Killers. And you cant stack.

How would you buff Diversion?

    Diversion seems pretty situational, but its quite fine and rewarding in its way, especially endgame though honestly, I can't tell you how many times I use it and the killer just ignores it though I can't blame them because as a killer I sometimes just focus on other things as well and don't head towards all the notification I can.
