How rare are the event items in bloodwebs?

Like i've seen 3,4 of medkits+flashlights that were the event rarity.
And this is on my P3 Quentin btw

    From 1-50 on my P2 kate I had 11 med kits and 9 flashlights. So I guess the chances are slightly higher than purple rare stuff.
