The Incapacitated Status Still DOESN'T WORK

On Victor, it's supposed to prevent survivors from leaving with him on.

As soon as they get hit, they can leave.

On Pinhead, it's supposed to prevent chained survivors from leaving.

As soon as they get hit, they can leave.

The Incapacitated status has this random side effect of preventing afflicted survivors from leaving that doesn't actually work.

What is the point of this effect????
