Massive texture downgrade on Xbox ?

Was this mentioned in the patch notes ? I guess this was their attempt at alleviating console lag ? Generator textures don’t seem to load in at all they just look smooth especially the pistons, cars take about 10 seconds ? Game looks pretty terrible for me at the moment.
Character models look even worse,

PS4 too! When open exit gates and rotate camera to hidden survivor for few secs and turn back. Texture problem appears!
